Python debug, using Cloud9 IDE

I have had not been able to use the debugger for python code on a BBB. What might I be missing? The debug controls remain grayed out. I can set breakpoints in the gutter, but there is no response to the breakpoints. Do I need to install a seperate debugger under Cloud9, or do something special in the runner to turn on debugging?
