GSoC 2015 ARM Cross-compilation task

Hi everyone,

First of all, I do thoroughly apologize for being late. I had edited out this part from my proposal and I forgot about it. I would be grateful if you can still take this into consideration.

I have compiled a Hello World program using both C++ and C and tested on Android.
