Article about unions in Canadian cities

A rather opinionated, but still interesting article about what
happened to Montreal West after the merger-demerger. The system looks
like institutionalized inefficiency gone crazy. Before the merger they
had 15 unionized workers, now after the demerger, they have 18, and
they now project they will require 28 (for the same workload as
before). The article also discusses the possibility of a CUPE Montreal-
wide strike. Does anyone know how the unions work in Beaconsfield?
Would they be in the same strike?
