Absolute Sale Deed with a condition

Hello All,
Recently I was going thru a Sale Deed in JP Nagar 8th Phase and
there I saw a condition in the "Absolute Sale Deed" ( not the lease
cum sale deed) that , the allottee is liable to construct a house
within 10years from the date of the sale deed. Is this condition
important and will it be OK to buy this property without the first
allottee constructing the house ? If this condition is valid, then am
wondering how that sale deed became an absolute one , instead of lease
cum sale deed :-(
