Does anyone know if the City of Langley allows chickens? Couldn't find
mention of it in their bylaws.

Hi folks,

Chickens are not allowed within the urban growth boundary in Langley. They are allowed on any parcel zoned 'agriculture', but that's it. We would love to get something moving in Langley, but have come up against a lot of resistance....especially with the divide between the City and Township.

Cheers,
Andrea

Hi Again,

I read the Zoning info online (2100) for the City of Langley, and
talked with: Gerald Minchuk, Director of Development Services &
Economic Development (604) 514-2815, who was quite grumpy with me
incidentally. Zoning bylaw 2100 states that Livestock include all
animals and fowl except for pets of an ordinary nature. Livestock is a
permitted use of residential land in an Agricultural zone. He kept
saying that this was all very clear. Permitted uses were outlined
here, not prohibited uses, which is why livestock and fowl were not
listed as prohibited in residential zones. I asked him why pets were
not a permitted use then in Residential zones, and he wouldn't answer
me. If you go to Animal Control Bylaw 2622, it addresses dogs, and
"large animals" which include several species of livestock and animals
of similar size or larger than peafowl. Pets like parrots, cockatiels,
cats, or rabbits are not addressed (in fact not a single species of
pet is covered except dog and "large animal"), and some exotic birds,
cats, and rabbits are all pets that can be kept humanely outdoors in
one's yard.

Hope that gives you something useful.

Perhaps Mr. Minchuck wouldn't be as grumpy if he had a couple of chickens as pets...

If a parrot can be classified as a pet, why can't a chicken???

Thanks for that information, Heather, even though I don't live in Langley,
it is useful for us all to know so that we can support each other.

In Surrey bylaws, they list caged birds as being permitted, but they don't
seem to recognize chickens as birds. I have a neighbour, on an ordinary lot,
who has an aviary. I think we should call these people on it. They deserve
to be defeated with their own imprecise terminology.

When is a chicken not a bird?

I agree. They have messed up by using the wrong language and we need to take advantage of it before they wake up.

Heather, with regard to the language used in city bylaws, I am wondering if we could get some help from the law school on this. Obviously, the definitions the city give are too loose and we can hang them with them if we act before they do.
