Thank you for sharing the draft GC8 grant applications for all three diseases. My apologies for not being able to attend today’s FR Development Committee meeting due to my eye problem, and to avoid any risk of infection to others.
Please find below my initial reflections on the draft applications.
Overall, the draft applications are broadly aligned with Global Fund GC8 strategic shifts and shows stronger emphasis on RSSH, efficiency, and transition. To strengthen TRP confidence and Country Team buy‑in—particularly given shrinking allocations and GC9 being the final cycle for HIV and malaria—the application would benefit from sharper prioritisation, more credible transition pathways, and clearer operational integration.
Three strategic areas merit particular attention:
Prioritisation discipline: The application remains activity‑dense in places. TRP will expect explicit evidence of what has been deprioritised or scaled back, with resources clearly focused on highest‑burden geographies and populations. A short section on what was stopped or reduced—and why across all three diseases would strengthen this narrative.
Transition realism: While domestic financing is referenced, time‑bound transition pathways—especially for HR, community systems, and lab/sample transport—are uneven. Clear GC8 → GC9 → post‑Global Fund milestones, aligned with MoF planning cycles, would reduce the risk of TRP concerns around aspirational co‑financing.
Operational integration: Integration is well signalled but insufficiently operationalised. A simple framework outlining what becomes integrated (e.g. HIV/TB services, labs, supply chains, surveillance), where, and by when—along with justification for any remaining parallel systems—would materially strengthen the RSSH argument.
Across diseases, it will also be important to explicitly protect minimum investments in community and civil society platforms, particularly for key populations (HIV), adherence and PPM (TB), and surveillance/outreach in low‑endemic malaria settings, to avoid repeating GC7 equity and continuity risks.
Disease‑specific elements are generally sound; however, HIV sustainability beyond GC9 remains the most fragile and would benefit from clearer articulation of what the state will and will not fund, and how service continuity for key populations will be safeguarded.
Finally, a short implementation risk and mitigation table (grant management capacity, SR coordination, CCM oversight and mid‑course correction) would further strengthen credibility with both TRP and the Country Team.
With tighter prioritisation, more fiscally grounded transition pathways, and clearer operational integration, the GC8 application is well positioned to be seen as credible and reform‑aligned.
