Thanks again to those who have been patient and staying at home. We know that the best thing is to stay far from people, mask up, wash your hands regularly, cover your cough, and those things that have been discussed in the past. We also know that not everyone is able to stay at home and support you in taking the best precautions that you can. We know some will choose to interact with others. Please be thoughtful and limit your bubble of people to the least number of people as possible. Together we can make it through this situation. We have several months left to go at minimum. Thanks again for staying patient and helping others stay healthy.

1 – Next Meeting, Tuesday, December 8 at 10AM

We will have a short (1 hour) meeting. We will have a student presentation and a Team presentation. We will start with a short land recognition and moment of silence. I would like to make these things part of our meetings and need to get into the habit.

 

We will have a student presentation on COVID and a video presentation by your Council’s Local Growing Coordinator Bridget Llanes on sheet mulching.

1. New Mexico State CARES Grants for Small Businesses

What is a Small Business CARES Relief Grant? 

The Small Business CARES Relief Grant Program was created by the State of New Mexico in the November 2020 Special Session to provide $100 million in grant funding to New Mexico small businesses that are experiencing financial hardship due to the pandemic. 

 

Who can apply for a Small Business CARES Relief Grant? 

• For-profit businesses or nonprofit organizations that have 100 or fewer employees 

• For-profit businesses must be at least 51% owned by New Mexico residents. 

• Nonprofit organizations must be a 501(C)(3), 501(C)(6) or 501(c)(8), or must serve past or present members of the Armed Forces of the US described in Section 501(c) by the IRS. 

 

How much are the grants? 

Grants range in size from $2,000 to $50,000 and are based upon employee numbers.

 ¿Qué es una subvención de ayuda CARES para pequeñas empresas? 

El Programa de Subvenciones de Ayuda CARES para Pequeñas Empresas fue creado por el Estado de Nuevo México en la Sesión Especial de noviembre de 2020 para proporcionar $100 millones en subvenciones a las pequeñas empresas de Nuevo México que atraviesan dificultades económicas debido a la pandemia. 

¿Quién puede solicitar una subvención de ayuda CARES para pequeñas empresas?

2. Bernalillo County Offers $2 Million More in Grants to Small Businesses

Bernalillo County is offering more emergency financial support through the Coronavirus Aid, Relief, and Economic Security (CARES) Act federal stimulus package for qualifying small businesses in the unincorporated areas of the county and some not-for-profit organizations within the city limits of Albuquerque. This is the fourth round of stimulus grants offered by the county totaling more than $10 million.

The grants will be up to $20,000 for qualifying small businesses and nonprofits through the Bernalillo County small business grant to reimburse the costs of business interruption caused by required closures. This program is intended to help reimburse the significant, temporary loss of revenue to these qualified businesses during this pandemic, and to assist businesses in retaining and paying employees. Bernalillo County has determined these payments are necessary expenditures due to the public health emergency.

“In response to the recent shut down and strain COVID-19 has put on the economy, Bernalillo County has determined that getting additional money to businesses is a priority,” says Commission Chair Lonnie Talbert. “If we don’t help to sustain our small businesses, the community as a whole will feel the negative effects and increase recovery time.”

Eligibility Overview:

  • Maximum of $20,000 for qualifying for-profit businesses physically located outside the City of Albuquerque limits but within Bernalillo County as well as any nonprofit organization physically located within Bernalillo County, including those located within the City of Albuquerque (1-50 full-time employees, or equivalent part-time employees, including the owner)
  • Priority will be given to organizations that did not receive Economic Injury Disaster Loan (EIDL) or Paycheck Protection Program (PPP) funds from the Small Business Administration’s (SBA), or small business assistance funds from the State of New Mexico, City of Albuquerque or Bernalillo County CARES small business grant
  • Restaurants, bars, short-term lodging, and other non-essential organizations impacted by the local or state safer-at-home orders are eligible
  • Bernalillo County residents who engage in 1099 contracting are eligible but must have a business license issued by Bernalillo County, or other local jurisdictions within Bernalillo County
  • Funds must be used to reimburse costs incurred as a result of required closures, provided those costs are not paid by insurance or by any other federal, state, or local program. Such costs may include employee wages, vendors, rent or other organization expenses
  • A physical place of business located within the boundaries of Bernalillo County, New Mexico is required, including for mobile vendors
  • Organizations must receive no more than $3 million in revenue [per annum]

Required documentation to be attached to the application:

  • W-9 form
  • Active state organization registration (Articles of Incorporation)
  • New Mexico Secretary of State certificate of good standing
  • Organization financials (2019 tax return, 2018 tax return and 2019 extension, or equivalent)
  • Staffing documentation for 2019 (W-3 summary, schedule SE, 1096 OR 2019 or 2018 IRS FORM 941)
  • Updated and current property tax receipt or copy of current lease
  • New Mexico Taxation and Revenue 2020 CRS documentation
  • Current Bernalillo County or jurisdiction outside of the City of Albuquerque, but within Bernalillo County business documentation

 

Note: Documents may either be attached digitally to this application form in the spaces indicated for each document type. For an application to be considered complete, all required documents must be submitted to the Economic Development Department. If you do not have this supporting documentation available in digital form, please upload a note that the information will be submitted separately to econde...@bernco.gov. Applications will be reviewed and funded in order they are received.

The application process will open on Dec. 7, 2020 at 8 a.m. and close on Dec. 14, 2020 or sooner if funds are exhausted. Grantees will have to provide three reports on the use of Bernalillo County CARES Small Business grant funds at 90, 180, and 365 days.

Small businesses located within Albuquerque city limits are not eligible to apply. If your business is located within the City of Albuquerque, please consider the City of Albuquerque’s Small Business Economic Relief Grant Program.
