BEATON EXPECTS DPU PROCESS ON PIPELINE EXPANSION
The Department of Public Utilities will begin deliberations on a process to consider multiple proposals for pipelines to carry natural gas into Massachusetts, Secretary of Energy and Environmental Affairs Matthew Beaton told lawmakers in Methuen Tuesday. "We are fully devoted to a clean energy future," said Beaton, who also said "gas capacity is needed." Beaton described how contracts for residential heating gas diminish the supply available for power plants, driving up electricity costs in the winter, and DPU Chairwoman Angela O'Connor discussed the impact of pipeline limits on utility customers. "We saw the highest spikes that we've ever seen," O'Connor told the House and Senate Ways and Means committees. O'Connor said, "We've got pipeline constraints and we're seeing even more of that going forward with different parts of the state. We've got businesses in western Mass. that simply can't even add a pizza oven if they wanted to because we don't have adequate gas supply or pipeline capacity so that they can expand their businesses." Beaton told the News Service it is unclear what role the state could play in pipeline regulation where the Federal Energy Regulatory Commission has jurisdiction. "It depends on how the process is rolled out," Beaton said. He said there would be a public process before the state's utility regulator to determine how it will consider pipeline expansion. - Andy Metzger/SHNS
