surprising since Microsoft has issued several updates to Outlook Express
over the years ... usually through the Windows Automatic Update feature.

And of course you can do neither. Usenet posts are stamped by servers
with UTC/GMT time. Changing time zones on your PC simply adds an offset
to arrive at local time, and it only affects the time displayed by a PC
