BCPA Annual General Meeting Minutes
- Jan. 16, 2011.
Roundhouse Community Arts and Recreation Center, 181 Roundhouse Mews,
Vancouver
Minutes by Walt Dengler.
1. Attendance:

2. Call to order: 1:15 pm.
3. Approval of Minutes, Jan. 10, 2010 AGM: Moved by Brian Rock,
seconded by Chris Robb. Passed.
4. Reports from Officers:
President’s Report, Justin Gray:
• New Registrar in place. Walt Dengler has taken over from Anton
Dirkin and Joe Oliviera (who was acting as temporary Registrar).
• New weight classes in place as of Jan.1/2011.
• Newsletter is now in electronic format. Anyone can subscribe,
including non-members.
• Drug testing: A lot of changes have been underway in the last few
years, with change to CCES testing and large increase in testing costs
(in the order of $600-700 per test). Payment policy, for splitting of
drug testing costs between BCPA and CPU, is very unclear and
inconsistent, and requires continuous negotiation.
• Contests planned in 2011 at this point consist of the Winter Open,
Nationals and Provincials. Date for Provincials not set yet, will be
1st or 2nd weekend in June.
Vice President and Treasurer’s report, Joe Oliviera:
• Western Canadian had 54 entries, a good turnout. Some issues in
meet. No drug testing was done, although fees were collected.
• 156 contest entries in 2010.
• Receipts up to $1500.
• Collected $750 in drug fees, $549 went to CPU.
• BCPA’s drug test costs were $1528.09 in 2010.
• Revenues exceeded costs by $563.
• With Anton’s departure, BCPA is missing graphic design skills.
Registrar’s report, Walt Dengler:
• Had 94 members in 2010, compared to 84 in 2009.
• Memberships for 2011 just coming in recently. A lot of new, first
time lifters.
• CPU cards not arrived yet.
Secretary and Officials Chair report, Ryun Laniec:
• Most important change is the new weight classes that are in effect
Jan.1, 2011.
Many rule changes, some significant ones listed as follows:
• Time limits for putting in opener changes is now 3 minutes or 3
lifters, rather than 5.
• In Bench only meets, flight can now be 20 lifters, rather than the
old maximum of 14.
• Lifters who test positive for doping and have a 2 year or longer
suspension will have all World and Regional records removed.
• Lifters who test positive for doping will never be allowed to set
World records again.
• In bench, feet movement will be allowed (sliding/shifting), but not
raising of the feet.
• World records can only be set at international meets.
Records Chair, Warren Orr: No report.
5. Unfinished Business:
• Dave Miller to build weight rack box.
• 4 Eleiko plates missing from set, to be returned/bought?
6. New Business:
Records:
• General discussion on new weight classes, what to do with old
records, and whether minimum standards should be set for BC Provincial
records.
Problematic to carry old records forward.
• Marc Vezina proposed (by email): Keep the records on the BCPU web
site, and if a lifter
had done a record in the new weight category, the record stays. No
seconder.
• After discussion, Justin Gray moved that:
1. The old records be retired.
2. Set minimum BC Provincial standard of 80% of CPU minimum standard.
3. No minimum BC standard for Men’s M3, M4, or Women’s M2, M3.
The motion passed, with all in favor.
Meet racks:
• Joel Klassen may make a rack for the warmup area, that is a replica
of the meet rack, for the purpose of setting rack heights off-stage.
Volunteers:
• It would be useful to have a public volunteer list for meets, so
that people know what is available and what is needed.
New official:
• Ian Diack wants to train to be an official. This is good news, would
be the first new official trained in 6 years.
Promotion of powerlifting:
• Previously demonstrations have been done in a mall setting and went
over well. A push/pull contest may bring in new lifters that haven’t
trained in powerlifting style. A deadlifting display, for charity
(get sponsored for pounds lifted) could be done at Kitsilano showboat
during the summer.
Powerlifting friendly gyms:
• This is a problem, powerlifters not wanted by most gym owners.
Powerlifter friendly gyms should be listed on the website.
Raw lifters:
• High interest in raw lifting. Discussion on holding a raw division,
raw competition may bring in many new lifters. Justin has not heard of
any interest in holding a National raw meet.
