It appears the values mirror those in claim frequency code / type of bill (`clm_freq_cd`), so I assume that discharge status is incorrectly giving the same value as this field upstream.
Unfortunately this is a major data issue for us that we need to find a resolution to ASAP.
I very much appreciate it if someone could take at look at this.

We were able to confirm the problem as described in the post, and we are working towards a resolution. We will post updates as the fix for this problem becomes available.
