Hi,
yes, it's a core feature of BBR to measure the RTT without queuing
delay. Every 5s, a BBRv3 flow goes into ProbeRTT and reduces its
amount of inflight data to 0.5 of the estimated BDP. This
typically lasts only 200ms.
