Thanks for the page.

Would a simpler circuit be possible using a 14.318181... MHz crystal
and dividing it down?

As a bonus, it would help provide quadrature signals for NTSC
modulation, if required.

Added a part of the datasheet where you can see the videoprocessor can
either start on a rising or a falling edge.
This is why 'no snow' does not work with an original 6847 if you use
the 3,58 mHz crystal for the processor.
