"Save Default Text Window" does not work!

Does anyone know why "Save Default Text Window" is not working for me?  This is what I do: 

1. Open a new or existing file.
2. Place & size it exactly how/where I like on my screen
3. Select "Save Default Text Window." 

When I open a new document, it still appears super tall and narrow, smushed against the right edge of the screen.  New windows completely ignore the "Save Default Text Window" command.
