Toggle Insert/Overwrite Mode in BBEdit

I'm sure this is a simple questions, but it has me stumped.  Sometimes I can highlight a word or phrase and press * once or twice and the highlighted word/phrase then is surrounded by *text* or **text**.

However, at other times, when I highlight a word/phrase, and perform the same procedure, the highlighted text is replaced by the *.

How do I toggle between these two states?
