The official word on how the feature works is in the manual :-).
From (printed) page 51:
Holding down the Shift key changes the Paste command to Paste Previous
Clipboard, or you can use the key equivalent Command-Shift-V. This
command, enabled whenever the last operation was a paste and the
previous clipboard is non-empty, replaces the pasted text with the
contents of the previous clipboard. The previous clipboard becomes
current and will be used for any further paste operations; repeated
applications of the command cycle backward through the available
clipboards.

There are six clipboards. You can inspect them by choosing "Show
Clipboard" from the Edit menu and cycling through the clipboards.
There are also Next/Previous Clipboard commands on the Edit menu to
cycle through them without opening the clipboard window.

Look further down the Edit menu. There are Next Clipboard,
Previous Clipboard, and Show Clipboard commands. :-)
