Force BUILD.bazel generation with build_file_generation = "on"

Hi All,

I tried to force the generation of new BUILD.bazel files in a remote repo imported with go_repository to replace the existing broken ones - it's not feasible for us to change the existing BUILD.bazel files. I tried to use the option build_file_generation = "on" in the go_repository rule, but it doesn't seem to work the way I've hoped. Does anyone know how to achieve it?
