The Bazel 9.1.0 release branch (release-9.1.0) is open for business. Please send cherry-pick PRs against this branch if you'd like your change to be in 9.1.0, and follow the release tracking issue for updates.

Hi, is there a reason 9.0.0 release is not announced here? I saw a bunch of announcements for release candidates, but not a release note for 9. What gives?
