How to download artifacts from dl.bintray.com

Does Bazel allow you to download artifacts from binary repos?

I may be misunderstanding, but have you already tried maven_install
from https://github.com/bazelbuild/rules_jvm_external ?

Yes, I did. You are right about bintray. We are now planning to upload missing artifacts to internal artifactory.
