bazel and libraries in /usr/local/lib

I installed Bazel at least 3 times and checked all the discussions on this topic. 

The problem is that without creating a symbolic link in /usr/lib/, Bazel does not link to libraries installed in /usr/local/lib.

Typically, I do: ln -s /usr/local/lib/libzmq.so libzmq.so in the directory: /usr/lib.

Can you help please to find a solution?
