BAZEL 5.1.1 vs BAZEL 5.3.0

Hi,
What is the difference between the bazel 5.1.1 and the bazel 5.3.0 version?

Actually, in the TF2.12 .bazelversion file, It is mentioned to use the 5.3.0 bazel version. 
But Is it okay if I change .bazelversion to 5.1.1 in TF2.12 and Build TensorFlow?
Does it impact the DL performance of TF2.12?

The difference mostly consists of bug fixes, plus a few small features backported from the Bazel 6 branch. Please see https://blog.bazel.build/2022/06/08/bazel-5.2.html + https://blog.bazel.build/2022/08/23/bazel-5.3.html for the complete list of changes.

If TF 2.12 requires 5.3, that probably implies that either TF or one of its dependencies requires a bug fix or backported feature which was added in 5.3. But you can test it yourself to verify.
