Has Bazel support windows 10? Can we install it at windows 10?

Bazel does not yet support Windows, but it is something that we are currently working on, and we plan to support Windows before the end of the year. See our Roadmap for more details.

So we are at the beginning of a new year. How far is initial Windows support?

Sorry we had some other issue but our Windows support is now the main project we are working on. I don't want to over-promise but we will keep people updated.

+Dmitry Lomov has a prototype on github.

Is vcproj generation in the plans at all? (similar to xcodeproj already present)

We haven't thought much about it. It would be useful, but our Windows port has bigger problems than that at the moment. It's also something that's very well delineated and (hopefully) doable using a Skylark aspect, so I personally am hoping that the community would help with that before we get to it.

Please clarify. I am curious about bazel running on the new win10 subsystem for linux. It presently does not work. If this a plan for the future as well as getting Bazel to work on native windows?

We know. Last time I tried, the JVM crashed with a segmentation fault, and I took it as an indication that this may not be the most fruitful approach. How did it fail to work for you?

We are currently running under msys2 and are able to build msys2 binaries by design and native Windows binaries using a set of ugly Python wrapper scripts around MSVC.

The next step is to implement native support for MSVC (currently being worked on) and then cutting the dependency on msys2. Neither of these is trivial, but when they are complete, Bazel will be a full citizen of the Windows world.
