Run an rdeps query without downloading external dependencies

Hi all!
Question for the group. Is there some mechanism by which I can run an rdeps query without downloading external dependencies.

I'm interested in what bazel targets in my repo transitively depend on a particular file in my repo. But I don't actually want or care about external rule's or their implementations. I just want to know if a dependency is actually declared in a BUILD file within my workspace.
