rules_docker 403 forbidden error.

Hi all,

we rely on rules_docker (i know it's deprecated) to build our images via bazel. However, starting today, we're noticing 403's being thrown when trying to download:

https://storage.googleapis.com/rules_docker/aad94363e63d31d574cf701df484b3e8b868a96a/puller-linux-amd64

is anyone experiencing this? Is this known? Has this resource been deleted or turned private?

No idea if anyone who could make it accessible again is aware or trying to fix it universally
