Toolchain rules and CROSSTOOL

Having trouble groking the toolchain rule. Is it a replacement for CROSS TOOL?  Is there a fully worked-out example of using a toolchain rule (and platform rules to support a toolchain, e.g. a crosstool-NG one?

Toolchains are a similar concept to CROSSTOOL, but for every rule family, not just for C++.

There is ongoing work to convert the CC rules to use toolchains with CROSSTOOL, but it's still in progress and there are still issues.

If you're doing CC rules, it's best to use the existing crosstool based methods for handling cross-compilation.
