how to debug long evaluation times

of late our bazel build is spending a lot of time in 'evaluation' phase, even when there is no changes to any code to be compiled.

how does one go about debugging/fixing this?

I am not sure what you refer to with "Evaluation". Bazel reads BUILD and bzl files in the analysis phase, building up internal graph structures and then executes actions as part of the execution phase.
