Preparation for the next Bazel release

Dear Bazel contributors,

We aim to cut the first Release Candidate of the next Bazel release in early November 2020. 
We would ask that you flip any incompatible flags that are ready for changes / features that are ready to be released. Please make sure that you add a migration recipe in the commit description (if applicable).

If your flag breaks a downstream project, please work with the downstream project owners to migrate their project. Otherwise, the broken project will stay broken / red on Bazel CI and the Bazel community will lose signal for release quality.
