Is there a description somewhere of the directory structure found in ~/.cache/bazel?

Is there a way to control the ~/.cache/bazel ? I tried --output_base but its still writing some things there, and its causing a lot of problems for NFS homes.

FYI, documentation on the output directory structure: http://bazel.io/docs/output_directories.html.  (This is much more detail than a casual user should need, though.)
