FYI: Backgrounder about Bazel repository downloading and OSS license attribution

I put together a backgrounder about the needs for fine grained user control of license attribution when downloading external repositories. It is not a design for anything although it does point to a very rough proof of concept of one. It is meant to inform the design of a feature in bzlmod and existing repository rules.
