Closing bazel-dev in favor of GitHub Discussions

Hey there,

TL;DR: this mailing lists will be closed in favor of GitHub Discussions here: https://github.com/bazelbuild/bazel/discussions

The rationale is that since the majority of our development is happening on GitHub, it's better to consolidate our communication channels.

This does not apply to bazel-...@googlegroups.com : that mailing list is frequented by people who use, not develop Bazel and as such, it makes sense to maintain a separate channel for it.

An auto-responder will be provided so that people who write to bazel-dev in the future know where to look.
