"External Dependencies Overhaul" design dco

Hey Yun and Xudong,

I'm house cleaning in our design doc repository and there are a few that y'all own:

• "External Dependencies Overhaul" (2020 vintage): do I understand correctly that this is essentially bzlmod and as such, should be approved?
• "Bazel Central Registry Policies" (2021 Aug): do I understand correctly that there will be no public BCR and as such, this should be dropped?
