Deprecation of managed_directories()

Subsequent to our previous discussion under the thread "Use of managed_directories()", we are planning to deprecate the managed_directories() command in WORKSPACE files due to the implementation and interface complexity it causes and the lack of known use cases.

If you feel strongly about not deprecating it, this is the time to speak up! I don't know of anyone who uses it, but absence of evidence is not evidence of absence.
