Funding a project for improving Bazel + proto/gRPC

Hey all,

As an outcome of our SIG meeting from Nov 30, @Adam Liddell and I are proposing that the SIG fund some work for him to improve things with a GitHub pages doc that we'll host, along with some other things.

@Yannic Bonenberger and @Paul Johnston in particular, could you take a look and see if you have any feedback? Then I'd hope the group can reach some consensus about funding it in the next week so that Adam could get started.

I don't remember where we left off on this: Should we include
instructions for language rule owners describing how to define
`<lang>_proto_library` and `<lang>_grpc_library`? If so, having
examples for rule owners for how to integrate into common
infrastructure for this would be great to include. If we all shared a
common implementation we could instrument a single place with metadata
for other tooling to use.

In my opinion, the immediate need is docs for end users, not for rules authors.

Hey again all,

The doc I posted above is approved by Yannic for rules_proto. Since there hasn't been any other discussion about the merits of the proposal here, I'd propose that we go ahead and fund it.

The rate I'm paying for US contractors is US$130/hr, so I suggest we use that number. Given the current SIG opencollective balance, that means a cap of 10 hours for Adam to spend working on this.

Please reply if you have any concerns about going ahead - I'd like Adam to be able to spend time over the holidays so let's consider this approved by tomorrow unless there's an objection.
