Bazel docs: Annotating features with the version they were introduced

Hello:

I was thinking of a very lightweight initiative to add annotations to the Bazel documentation so that a user can see when a feature (flag, attribute, rule, ...) was introduced. It is not a full proposal yet. This draft is just for people to see if they think it might be of value.

Even if this mail is sent late at night that does not mean I expect you to be available on my schedule. I start late, I waste an hour or two every day with things around the house, and I hit a productivity stride around 10pm-1am, when the world is quiet. It works for me.
