FDA has developed this guidance document to assist industry in preparing Premarket Applications (PMAs), Humanitarian Device Exceptions (HDEs), Investigational Device Applications (IDEs), Premarket Notifications (510(k)s), and De Novo requests for medical devices that come into direct contact or indirect contact with the human body in order to determine the potential for an unacceptable adverse biological response resulting from contact of the component materials of the device with the body. The purpose of this guidance is to provide further clarification and updated information on the use of International Standard ISO 10993-1, "Biological evaluation of medical devices - Part 1: Evaluation and testing within a risk management process" to support applications to FDA. This guidance document also incorporates several considerations, including the use of risk-based approaches to determine if biocompatibility testing is needed, chemical assessment recommendations, recommendations for biocompatibility test article preparation for devices with submicron or nanotechnology components and for devices made from in situ polymerizing and/or absorbable materials, and biocompatibility recommendations when certain materials only contact intact skin.

The U.S. National Institute of Standards and Technology (NIST) is developing a comprehensive set of standard test methods and associated performance metrics to quantify key capabilities of emergency response robots. These test methods address responder-defined requirements for robot mobility, manipulation, sensors, energy, communications, operator proficiency, logistics and safety for remotely operated ground, aerial, and aquatic systems. The objective is to facilitate quantitative comparisons of different robot models based on statistically significant robot capabilities data, captured within the standard test methods, to guide purchasing decisions and understand deployment capabilities. The test methods also support operator proficiency training and foster development and hardening of advanced mobile robot capabilities. The process used to develop these test methods relies heavily on robot competitions to refine proposed test apparatuses and response robot evaluation exercises in responder training facilities to validate the test methods. The resulting test methods are being standardized though the ASTM International Standards Committee on Homeland Security Applications; Response Robots (E54.09). This work has been predominantly sponsored by the Department of Homeland Security (DHS), Science and Technology Directorate, Office of Standards; with substantial support by the Department of Justice (DOJ); NIST's Office of Law Enforcement Standards; Army Research Laboratory (ARMY-ARL); Joint Improvised Explosive Device Defeat Organization (JIEDDO); and Defense Advanced Research Projects Agency (DARPA). The Department of Homeland Security (DHS)'s Customer Experience Directorate (CXD), formerly known as the Office of Accessible Systems & Technology (OAST), has a mission to provide strategic direction, technical support, and training to ensure agency employees and customers with disabilities have equal access to information and data. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), requires all federal departments and agencies to ensure that their information and communications technology (ICT) is accessible to people with disabilities.
The ICT Testing Baseline was established by a subcommittee under the US Federal CIO Council to provide a standard means to evaluate web-based electronic content for conformance to the Section 508 Standards, which align with WCAG 2.0 Level A and AA Success Criteria.
DHS does not currently offer a comprehensive test process to validate software for conformance against the Revised Section 508 standards. However, the previous version of the Trusted Tester Conformance Test Process, Version 4.0, supports partial test coverage. If anyone chooses to use this test process, they will need to address test coverage gaps against the revised 508 standards through additional test procedures.
DHS uses the guidelines for authoring, testing, and remediating Microsoft Office and Adobe PDF documents endorsed by the US Federal CIO Council Accessibility Committee. The guidance was created through an inter-agency workgroup called Accessible Electronic Documents Community of Practice (AED COP), whose purpose is to develop and promote best practices for authoring and testing accessible electronic documents. DHS CXD currently chairs this federal-wide effort and has been instrumental in partnering with Microsoft and Adobe to develop relevant guidance for all federal users.
