Need to Export Layers to Shapefile

Hi everyone, 

Hope you're having a good week so far.  ¿Is there a way to export map image Layers from ArcGIS Online (DWR organizational account) to shapefiles for ArcGIS Pro?   I'm referring to layers like i07_Habitat_Restoration_Polygons but there are many others I need to export to ArcGIS Pro for data analysis purposes. 

Here is what I've tried so far: 
  • ESRI Technical Support says there is an option to "Export" from the Overview page of the layer in question on ArcGIS Online, but when I'm signed in, I do not see that option.  
  • ESRI also says I can use the "Feature Class To Shapefile tool" in the "Geoprocessing pane" of ArcGIS Pro, but this has not worked for me, either.   By copying the URL from ArcGIS Online, I can visualize the data on ArcGIS Pro ( Map > Layer >  Add Data > From Path ) however, under parameters I can't drag n' drop the feature class or select the layer, because it's not on my desktop.  Under "Environments" I've tried using the "Extent" section to get the "x and y extent", but it seems I'm missing something...
Also, I'm not sure whether the layers I need are accessible from DWR GIS Atlas / database. There are SharePoint sites that explain how to use DWR GIS Atlas, but they rely on pacgis2 or links that no longer work... 

¿Am I inherently wrong by insisting I have all the shapefiles on ArcGIS Pro before starting the analysis? 
I just don't know whether the URLs from ArcGIS Online will eventually change or stop working.  Plus, I had no difficulty exporting all the VegCAMP data from BIOS6, or the NHD (National Hydrography Dataset) from USGS as shapefiles, so I don't see why I shouldn't be able to download the ArcGIS Online data I need.  Maybe I'm just stubborn, but here is more context: 

The analysis I need to do is related to Nutria Risk Assessment for the Infrastructure Protection Plan.  Eventually, I'd like all of the data to be accessible from a single shared folder for the rest of the team working on Nutria.  We'd like to have a workflow or a way to complete this same analysis in the future, without it being a hassle, as new nutria detections are reported. 

If you'd like me to send screen shots or if you'd rather I do a screen share I'm more than willing.

Hi Joshua,

 

I’d suggest trying to add a portal in ArcGIS Pro. Perhaps first trying to add a portal directly via url with https://gisonline.water.ca.gov/portal/, then you can also try following the steps here: https://gisonline.water.ca.gov/portal/.

 

From there, once you sign in on ArcGIS Pro you can in the upper right click ‘Portal’ -> ‘My Organization’ -> search for the files you’re looking for -> drag and drop into your ArcPro contents pane. See screenshot below my signature line for illustration. I was able to load the Habitat Restoration Polygons you wanted that way.
