Chou Founder, Formosa Statehood Movement (an organization devoted at this stage to making Taiwan an organized, unincorporated territory of the United States) ========================================================== You may not know this part ? All steps leave traces Let the truth and evidence talk, which is most scientific; it is immoral to fabricate false stories The full story why Richard W. Hartzell, Roger Lin, and David Chou developed diverse paths The founder of the statehood movement
organization was Mr. David Wei-Lin Chou (originally Chen-Chien Chou. The Formosan Statehood Movement was initiated in 1994 by The 51st Club , Taiwan , an organization established by 51 Taiwanese overseas students in America . The Formosan Statehood Movement proposed a three-step integration process with the U.S. through referendum in Taiwan so that Taiwan can eventually become one state of the U.S. Mr. David Chou was born in Yunlin on August 8th, 1949 and graduated from the Hu Wei Junior High School, Chien Guo Senior High School , Taipei , Department of Law from Chung Hsing University Law and Business School (now Taipei University ), master’s degree in law from Pennsylvania State University Dickinson Law School , and research fellow at New York University Law School . Work experience: general manager at Cheng Chang Plastic Products Company, general manager
and CEO of Taiwan and U.S. Fly witch, office director at the parliament office of Former legislator Kang Ning-Hsiang, executive director at DPP (Democratic Progressive Party) Yulin branch, founder of The Formosan Statehood Movement. In 1998, David Chou wrote An Appointment with America (published by Global Village Bookstore), An American Dream…. If the trusteeship of Taiwan goes to America in 1945, Wei-Lin Chou Autobiography (all yet to be published); Self-help booklet for Taiwanese People, Self-help book for Taiwanese People and many other essays and articles. In 1995, David visited me in person at the Parents Society of Overseas Students (PSOS), Taiwan . explaining to and telling me the story of his devotion to let Taiwan become a state of the U.S. The reason of his visit is because the people at the association I serve are all parents of Taiwanese overseas young students and for these parents who are
able to send their children to study aboard, many of them have U.S. green card or citizenship. These parents will be glad to see it happen if Taiwan can really become a state of the U.S. Moreover, I have worked for a fairly long time at Taipei Air Station, US Air Force, the Military Assistance Advisory Group and was deeply impressed by the American administration system, management system, democracy, freedom, human rights and law. I am deeply influenced by American culture since I worked with Americans for a long period of time since I was young. As a result, when David visited me in person and mentioned the Formosan Statehood, I expressed my consent and support immediately. Since then, in addition to introducing the belief of Formosan Statehood to the parents of the association, I joined David Chou and other supporters to visit AIT for various kinds of petitions for several times and also to express appreciation for America’s long term protection of
Taiwan’s safety. On May 29th, 1996, China Times ran a full page article on page 33 with enlarged fonts in the title: “Slogan of the 51 Club: Neither unification nor independence, let’s become Americans and let Taiwan be a state of the U.S. ” The report also included an interview with me for my thoughts and perspectives. Some of the young overseas students had military service problem which had to be resolved through administrative litigation and part of the problem was handled by Richard W. Hartzell, who has been involved in international human rights for a long period of time. Therefore, I had the chance to discuss with Mr. Hartzell certain issues including bureaucrat and outdated concepts of the Taiwan administration system as well as political issues such as the future status of Taiwan . Mr. Hartzell and I talked about anything and everything. One day in 1999, during a discussion of
various topics, I said to Mr. Hartzell, half jokingly, “It seems that Taiwan is the land of America , sir.” Mr. Hartzell promptly replied: “How could that be possible. Don’t say nonsense, that is impossible!” I did not say much but said to him half jokingly: “Since you are free and have not much to do in Taiwan , you can find some time to research on it.” Out of my expectation, what I said half jokingly made Mr. Hartzell dive into a five-year research with devoted and detailed work. One day in 2004, out of my surprise, Mr. Hartzell told me himself: “Hey, Johnny (my English name), what you told me that Taiwan seems to be a land of America , indeed it is true.” I was a bit surprised and asked Mr. Hartzell: “Didn’t you say it is impossible?” Surprisingly he replied with ease: “Didn’t you ask me to research on it?” Gosh! I have never thought that this American friend was so serious
and devoted. He further told me that he sent the English version of his research “Understanding the San Francisco Peace Treaty’s Disposition of Formosa and the Pescadors” to Harvard University in the U.S. The Harvard University appointed several scholars and specialist to study and research it and published his/ their research paper in Harvard University ’s Asian Quarter Journal. After that, Mr. Hartzell published his devoted bilingual research papers in Taiwan News and other English and Chinese newspapers, leading to great attention and response from all sectors. On November 27th, 2004, based on the description of Mr. Richard W. Hartzell, Mr. Hartzell was invited by former president Lee Teng-hui to a banquet, other guests included then well-known media analyst Wang Ben-Hu, professor Chin Heng-Wei, Ms. Chiang Hsia, Mr. Chen Li-Hong, Ms. Huang Kuang-Chin, Ms. Chou Yu-Kou, Mr. Chu Li-Hsi , and Mr.
Yang Hsian-Hong (whose stance in speech is extremely different from before). Former President Lee mentioned to the guests from the media to read the article written by this American about the history of Taiwan . March 21st, 2005, as a response to the National People's Congress passing the Anti-Secession Law, Taiwan Society North invited pro-Taiwan organizations to discuss ways to counteract. After the meeting, Mr. Roger Lin asked if I know an American named Richard W. Hartzell. I replied and said: “he is one of my close friends.” Mr. Lin hoped that I could arrange them to meet as soon as possible. On that very night, I invited Mr. Hartzell to meet with Mr. Roger Lin for the first time at the coffee store at the Magnolia Hotel on Dunhua North Road in Taipei . On that day I also invited Dr. Yang Dong-Chieh, former head of the Taiwan Independence Party, Mr. Hou Ching-Yao, former president of the Taipei
County Confederation of Trade Unions (台北縣產業總工會) (Mr. Hou did not know Mr. Roger Lin from Taiwan Society North) and others friends from the social movement sector. Mr. Hartzell and Mr. Lin had a great talk and wished them could have met earlier. As a result of their discussion, both agreed that Mr. Hartzell’s essay, which was from his many years of devoted writing, should be published in major newspapers. However, out of the consideration that Mr. Hartzell was after all an American, who looked different from Taiwanese, in order to diminish Taiwan people’s misunderstanding and worry that Mr. Hartzell was sent by CIA from the U.S. and had an intention to sell Taiwan, I suggested that Mr. Richard W. Hartzell should consider using the names of Mr. Roger Lin and himself to publish in all major newspapers and magazines the masterpiece which he poured his heart and soul into. Mr. Richard W. Hartzell felt the same way too.
Soon after Mr. Roger Lin and Mr. Hartzell met each other on March 21st, 2005, Mr. Roger Lin contemplated and mentioned that for the movement to develop effectively, the forces in the social movement sectors should be united, especially it should include Mr. David Chou, founder of the Formosan Statehood. He asked me to be proactively contact Mr. Chou, hoping to meet with Mr. Chou as soon as possible. Hence, I arranged Mr. Lin, Mr. Hartzell to meet with Mr. Chou who came all the way from Yunlin to Taipei at a second-floor coffee shop across the Taipei Central Station. Among those who were present were Mr. Aaron Diun, vice president of Overseas Taiwan Elite Association, Mr. Joseph Wang, who was studying in North East University in Boston . Both of them soon left and it was Lin, Hartzell, Chou, and I who had a detailed talk. In conclusion, Lin and Hartzell wished that Mr. Chou do not talk about 51th state from
then on; Lin and Hartzell even hinted that it would be best if Chou do not continue with the promotion of 51 state. At that moment I said to Lin, Hartzell, and Chou: We should respect the fact that each person has a different stand and from now on we should work on our own, like brothers climbing the mountain, we don’t need to have the same path as long as our goal is the same. As long as Taiwan can have a better future, we in fact have a lot of space for collaboration. David Chou of course did not agree with Hartzell and Roger Lin’s request, on the contrary he believed that for the U.S. government to find a better reason to accept Hartzell’s theory and claim, we should let the U.S. know that Formosan statehood had strong and solid support from the people, therefore we should work harder to promote Formosan statehood. The four of us parted and left at that point. Two weeks later, I received a phone
call from Mr. Lin Wen-Hua, a well known person in Taiwan ’s social movement sector and a famous physically challenged writer. He mentioned that a famous Taiwan political commentator with the pen name Yun-Cheng slightly complained about Mr. Roger Lin, who in The Key Report of Taiwan U.S. Relationship(台美關係關鍵報告) cited his article without his consent. After knowing the situation, Mr. Roger Lin asked me to arrange a meeting with Mr. Yun-Cheng as soon as possible to apologize. Through the earnest arrangement of well-known writer Mr. Lin Wen-Hua, it was set for me to accompany Mr. Roger Lin to visit Mr. Lin Wen-Hua and Mrs. Lin at their house in Sizhi on the third day to apologize to Mr. Yun-Cheng in person. Mr. Richard W. Hartzell, who went there by himself, was also present that day. When Mr. Roger Lin and I entered the living room after arriving at Mr. Lin Wen-Hua’s house, Mr. Yun-Cheng got there way before us. After I introduced Mr.
Chih-Sheng Lin to Mr. Wen-Hua and Mr. Yen-Cheng, Mr. Wen-Hua said to Mr. Roger Lin in a very serious tone: “Mr. Lin, please don’t rush to tell us how much you love Taiwan . You have been doing business in China for so many years, how do we know your true purpose for coming back here? So we will have to observe you for a period of time before any thing else.” Everyone knew that Mr. Lin Wen-Hua was an upright man of feeling and was straight forward in his talking. The words made me, who accompanied Mr. Roger Lin, feel embarrassed yet I agree with what he said, I quickly smoothed things over to create a more relaxed atmosphere. In addition to taking this opportunity to apologize to Mr. Yun-Cheng, Mr. Roger Lin also listed to some of his valuable advice. With the understanding of Mr. Yun-Cheng and after a few cups of fine tea from Mrs. Lin, we expressed our appreciation and left. After the above
incidence, Lin and Hartzell published The Key Report of Taiwan U.S. Relationship(台美關係關鍵報告) with both of their names listed and planned to hold one hundred speeches across Taiwan to promote the movement of the belief. Since organizing talks around Taiwan would need some staff and basic team for venue set up, I invited a few close friends and comrades in the social movement sector including Mr. Hou Ching-Yao, Mr. Yeh Yao-Chi, Mr. Lee Chang-Cheng, Mr. Yang Yang-Long, Mr. Liao Chiu-Fu, Mr. Yang Cheng-Shan, Mr. Chang Yung-Sui to take turns to support the set up work of the talk arenas in central and southern Taiwan. Everyone paid out of their own pockets for the food, accommodation, and transportation. No one complained, thinking only about how to push the movement forward. The first talk was at the King’s Hotel, Nanking E. Road, Taipei, and second tlak was at Taipei Human Resource Center
(台北人力資源中心), then moved on to Chiayi, Kaohsiung, Tainan, and the fifth talk was in Taichung, which was fully supported by the Taiwan Defense Alliance. My personal guessing is that because Mr. Roger Lin wished to combine with the power of the pro-independence camp to effectively push forward the movement, it became obvious that the content of the talk gradually lean toward the direction of clarifying the Taiwan U.S. relationship after 1945 to be the purpose of Taiwan independence. Personally I think if Taiwan becomes independent at this current stage, it would not conform to America ’s interest in Asia; great difficulty and opposition could be foreseen, apparently, Taiwan independence is impossible at this stage. From my personal judgment, Taiwan independence is the dream for most Taiwanese after all, the U.S. might accept it eventually but not now, because almost half of the current 23 million Taiwanese people hope to be unified with
China . If Taiwan becomes independent at this stage, it is hard to guarantee that Taiwan will not shift its love and fall quickly in the hands of China and to be united with it. Once Taiwan fall into the hands of China , it will influence the safety and prosperity of the entire Asia Pacific area. This will not only go against with the interest of the U.S. but will also cause an impact on the defense security of Japan and the western Pacific region. Instead of being unified with China , why not, through a referendum, let Taiwan be unified with the U.S. first and have both sides sign a sunset clause and let the future Taiwan generation to decide their needs after fifty years? Since after 50 years, those unruly who support unification with China will all be gone, at that time, the ideology that identifies with Taiwan will grow stronger and more cohesive; there will be no more worries about unification with China or its sequela and Taiwan can truly enjoy
long term peace and stability. Otherwise, what meaning does it have if independence is done through ignoring the safety of the people and their families, the safety of lives and property? Without security there is nothing, needless to mention dignity. Since everyone is fighting for Taiwan with the shared goal, it is fine to have diverse paths and it is unnecessary to counteract with each other or undermine each other’s strength and power. As long as it can benefit Taiwan and make Taiwan better, isn’t this the shared original intention of everyone? One should not be attached to the idea that success can only belong to me; we should give up our prejudices and work together for Taiwan ’s great future, peace, and prosperity. Why do we rush to kill each other when we share the same root? The right and wrong in future history will be judged and evaluation by the later generations. ◎Ms. Shirley Chen,
president of Friends of Lee Teng-hui’s Association, Taipei, has also told me herself, when Roger Lin asked her to present him to former president Lee Teng-hui, former president Lee requested Ms. Shirley Chen to first bring Roger Lin to the temples to take an oath. Ms. Shirley Chen did bring Roger Lin to take an oath at the Hsing Tian Temple (also called En Zu Temple) on Minquan E. Road and Roger Lin did swear publicly at the Hsing Tian Temple that he will not betray former president Lee Teng-hui and Taiwan . Roger Lin was able to see former president Lee Teng-hui afterwards. Did Roger Lin break his oath that he took at the Hsing Tian Temple ? The society shall have a fair judgment. ◎Here, I would also like to suggest those who are still glorifying Mr. Roger Lin and who demonstrate the role of an indicator figure to master a little self-control. There was a righteous teacher named Hsiao Siao-Ling who was
fired by Taipei mayor Hau Lung-Bin because she insisted the “one outline, multiple text book” policy. She lost her lawsuit against Taipei mayor Hau Lung-Bin and was once misled by the TCG (Taiwan Civil Government) to believe that the problem could be resolved through U.S. judicature. She and her husband, who was a doctor devoted to social public affairs, were cheated and lost a lot of money. The aunt of Dr. Cheng Chong-Mo, former vice president of the Judicial Yuan, was over 80 years old and was also cheated and lost several hundred thousand dollars. The kind aunt gave me the receipt of her partial donation. There are countless fraud cases like this and the list goes on and on. Don’t those who are in charge of TCG and many of the senior officers and ministers have to clarify the issue, out of their social responsibility, for the society and the general public? ◎I have also heard some people say: I
was once in the group of Roger Lin yet parted with them due to struggle of power. Anyone who read the above will understand the truth of the fact. Without Mr. David Chou, there will not be me, Johnny Huang; without me, Johnny Huang, there will not be Richard W. Hartzell; without Richard W. Hartzell, there will not be Mr. Roger Lin; and without Mr. Roger Lin, there will not be this story today. People are social animals, every person, including myself, have advantages and disadvantages. How would you know the true look of a person if you are not with them day and night or work with them for a period of time? One shall not just look at the surface of a matter or just listen to what others say; one shall have deep understanding take on the social responsibility. Everything requires hard evidence; one shall argue with logic and reason and one shall not be unreasonable when one is in the wrong position. These are the principles of a person and are the
essential elements to be a person. Otherwise, will you have a peace of mind and can you sleep at night? Johnny Y.C. Huang Secretary General Parents Society of Overseas Students (PSOS). Taiwan E-Mail: ps...@ms12.hinet.net

Understanding the San
Joseph
