Terminate Eighty Years of Occupation
Elbridge Colby, the deputy secretary of defense policy nominated by President Trump, said at the confirmation hearing of the Federal Senate on the 4th that he was "deeply disturbed" by Taiwan's possible reduction in defense budget, which may affect Washington's judgment on Taiwan's defense cooperation. He believes that Taiwan should increase the proportion of its defense budget to gross domestic product (GDP) to 10% in order to effectively deter China from invading and avoid war.
Since 1945 the Republic of China (ROC) has occupied Taiwan and Penghu for 80 years. Now the governing authorities of Taiwan (ex-ROC) govern Taiwan and Penghu in the name of the ROC and in accordance with the ROC constitution. The Chinese Nationalist Party (KMT) and Taiwan People’s Party in Congress have slashed the defense budget by less than 3% and enacted or amended laws to make Taiwan a province of China.
The United States can assist Taiwan residents to establish an American autonomous government (Dominion) or independent government based on the San Francisco "Peace Treaty with Japan" and the Taiwan Relation Act. The army named ROC was reorganized into the Taiwan Defense Force. Return the ROC government in exile in Taipei and its core political party (KMT) to their remaining territories (Kinmen and Matsu). A Congress in the name of Taiwan can significantly increase the defense budget, effectively prevent China from invading Taiwan and maintain peace and stability in the Taiwan Strait and Bashi Channel peace and stability.

終止八十年的佔領
美國總統川普提名的國防部政策次長vice-minister柯伯吉（Elbridge Colby），4日在聯邦參議院的任命聽證會上表示，他對台灣可能削減國防預算「深感不安」，此舉可能影響華府對台防務合作的判斷。他認為，台灣應該將國防預算佔國內生產毛額（GDP）的比例，提高到10％，才能有效嚇阻中國入侵，避免戰爭。
自1945年以來，Republic of China (ROC) 已佔領台灣和澎湖80年。現在台灣治理當局(ex-ROC)以ROC的名義，依據ROC憲法治理台灣及澎湖。目前國會裡的Chinese Nationalist Party (KMT) and Taiwan People’s Party大砍不到3%的國防預算，並立法或修法以進行將台灣成為中國一省的步驟。
美國可依據舊金山「對日和約」及Taiwan Relation Act幫助台灣住民成立美屬自治政府或自主的政府。整編以ROC為名的軍隊為台灣防衛軍。將ROC流亡台北的政府及其核心政黨遣返他們殘存的領土(金門及馬祖)。以台灣為名的國會可以大幅提高國防預算，有效阻止中國入侵台灣並維護台灣海峽與Bashi Channel的和平與穩定。
