Dear Pearl and FAPA member:

 

I have posted the message a few times in the past. Unfortunately, nobody pays attention neither US government nor the Taiwan Administration.

Following the 2003 SARS epidemics, initiated by FAPA a concurrent resolution that stipulated US should use all possible means to help Taiwan to be an observer at WHA. After hard works from FAPA office and members, the resolution passed in both house and senate. On June 4, 2004, President signed it into law. This Act is US Public Law 108-235. You can google it to find the detail description of the law. In my simple mind, we can bring this law to the attention of US congress as well as State Department or even Presidential Office. At the same time, let the TIW administration be aware of this US law and strongly urge US support fro WHA observer status at the coming WHA. 

Please remember, the Law of Taiwan Travel Act was drafted also in 2004. When the time is ripe in 2018, this initiatives finally become a US Public Law as well. 

 

I have tried my best to bring this important legislation to people's attention including you FAPA member, Taiwan government and all possible sources I know. How to take advantage of this existing Law to persuade US to fully support the observership in WHA for Taiwan is our challenge right now.

It happened in 2003-4 when Abian-ah was the President.  The FAPA then was quite different from the FAPA (Tsai's proxy) now.

If you read the actual law, you will see that this law is rather toothless to get anything done for Taiwan.  It all started in 1994.

(9) The United States, in the 1994 Taiwan Policy Review, declared its intention to support Taiwan’s participation in appropriate international organizations.

It then was pursued by the Abian-ah administration:

(7) On January 14, 2001, an earthquake, registering between 7.6 and 7.9 on the Richter scale, struck El Salvador. In response, the Taiwanese Government sent 2 rescue teams, consisting of 90 individuals specializing in firefighting, medicine, and civil engineering. The Taiwanese Ministry of Foreign Affairs also donated $200,000 in relief aid to the Salvadoran Government

The Government of the Republic of China on Taiwan, in response to an appeal from the United Nations and the United States for resources to control the spread of HIV/AIDS, donated $1,000,000 to the Global Fund to Fight AIDS, Tuberculosis, and Malaria in December 2002.

After that the action is simply an authorization for the Secretary of State to do something (mostly talking and filing reports):

—The Secretary of State is authorized to— (1) initiate a United States plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly each year in Geneva, Switzerland; (2) instruct the United States delegation to the World Health Assembly in Geneva to implement that plan; and (3) introduce a resolution in support of observer status for Taiwan at the summit of the World Health Assembly. (c) REPORT CONCERNING OBSERVER STATUS FOR TAIWAN AT THE SUMMIT OF THE WORLD HEALTH ASSEMBLY.—Not later than 30 days after the date of the enactment of this Act, and not later than April 1 of each year thereafter, the Secretary of State shall submit a report to the Congress, in unclassified form, describing the United States plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (WHA) held by the World Health Organization (WHO) in May of each year in Geneva, Switzerland. Each report shall include the following: (1) An account of the efforts the Secretary of State has made, following the last meeting of the World Health Assembly, to encourage WHO member states to promote Taiwan’s bid to obtain observer status. (2) The steps the Secretary of State will take to endorse and obtain observer status at the next annual meeting of the World Health Assembly in Geneva, Switzerland

當年阿扁在百般困難之中, 仍然想盡辨法出錢出力, 透過以 FAPA / FAPR 為名出面為台灣在國會山莊找尋一些出路. 可是當年那些在 FAPA 內掛名的 Figure Head 其中有不少人後來在阿扁落難時立刻見風轉舵, 跟著蔡小英對阿扁落井下石. 我們懷疑這些 Figure Head 是否在這個大家要美國對幫助台灣加入WHO採取行動的時候, 出來收割阿扁的稻子尾 collect the credit?

 

至於蔡小英目前掌控著 FAPA / FAPR, 到底跟阿扁當年一樣是為了台灣在國會山莊尋找一個出路? 還是不懷好意的只為了擴大她私人的勢力? 大家心知肚明就心照不宣了!

And the FAPA group still 100% supports the Republic of China regime on Taiwan, is that right?

I hope that this point can be clarified one way or the other . . . . . .
