228大屠殺國際沒人管,可是台灣沒得到教訓,教育部國史館等還亂講

 

現在228已是國定假日,可是1947年發生時,為何沒有國際聲援?何況1947.3.3美國在台北領事館,有807個台灣人連署,向美國國務卿馬歇爾訴願,要求聯合國共管台灣,最後獨立(見附件1)。

 

這個訴求完全符合1945.6.26通過的聯合國憲章,分別為第77b款,及第76b款。1945.8.24蔣介石自記在聯合國憲章字、是大事(見附件2)。為什麼馬歇爾沒回應?

 

原來在1945.12.15,美國總統杜魯門就告訴馬歇爾,1943年的開羅宣言英美承諾滿洲(及台灣)歸還中國(見附件3),意為228是中國內政,美國不能干涉。但這是錯誤,却沒人改正,開羅宣言沒有決定台灣的地位,台灣不是中國內政。

 

英國也一樣錯誤,228發生後的630,英國國會議員懷疑228大屠殺,質詢台灣劃歸中國是臨時的還是確定了。其外交部長回答說,1943年的開羅宣言同意台灣應歸還中國(見附件4)。

 

228當時的美國台北領事館,屬美國駐南京大使館管轄,當時的大使司徒雷登在1948年也認為開羅宣言承諾台灣歸還中國(見附件5)。所以,中國兵像打獵一樣,來台灣看到人就開槍,死那麽多台灣人,卻無須負責還升官、還有紀念堂配享香火。

 

天大的冤枉,開羅宣言沒有台灣歸還中華民國這回事,民進黨政府不少單位還說有,例如,外交部、教育部、陸委會、國史館等。顯然沒從228得到教訓,因為沒得到教訓,以致給習近平機會,2025.5.7 習近平說,開羅宣言確認中國對台主權,意思是,非拿台灣不可,用武力也再所不惜(見https://www.fmprc.gov.cn/zyxw/202505/t20250507_11616610.shtml

——我們要堅決維護戰後國際秩序)。

Consul has today received petition addressed to General Marshall containing 141 signatures in behalf of 807 persons stating in conclusion ‘shortest way of reformation of Provincial Government (of Taiwan) is wholly to depend upon United Nations joint administration in Formosa and cut political and economic concern with China proper for years until Formosa becomes independent’.

The U. S. and the U. K. by the Cairo Declaration in 1043 and the U. S. S. R. by adhering to the Potsdam Declaration of last July and by the Sino-Soviet Treaty and Agreements of August 1945, are all committed to the liberation of China, including the return of Manchuria to Chinese control. These agreements were made with the National Government of the Republic of China.

§33. Mr. Wilson Harris

asked the Secretary of State for Foreign Affairs whether he has any information about the riots and massacres in Formosa in March; what is the present situation in the island; and whether the allocation of Formosa to China is definitive or provisional.

§Mr. Mayhew

As a result of local discontent over alleged misrule, serious rioting and bloodshed occurred in Formosa at the end of February and beginning of March. Order was restored following the despatch of Chinese Government troops to the island. A new Governor has been appointed and, a number of reforms effected. No further incidents have been reported since the end of March. As938regards the last part of the question, it was agreed in the Cairo Declaration of December, 1943, that Formosa should be returned to China. It is the view of His Majesty's Government that formal transfer of territories formerly owned or annexed by Japan must await the eventual Peace Conference with Japan.

Problem of Taiwan presents, however, certain differences from other peripheral areas. Inhabitants, after more than generation of Japanese rule and their geographic detachment from the mainland, have developed political sense of autonomy which, if anything, has been strengthened since war by Chinese maladministration. Despite commitment of Cairo declaration,47 Taiwan is still legally part of Japanese empire and occupied territory.
