以下的對話及事賣証明 當前阻擋台灣成為一個正常國家 主權獨立 的是 馬九 和 菜蝗！

2015年初我受邀參加前Florida 州長Jeb Bush（George Bush 總統的胞兄弟）的便當午宴。他當時凖備參選2016年美國總統，
共和黨參選人之一。宴後我請教他一個大家關心的問題：「假使他當選美國總統是否會承認台灣為一個主權獨立的國家？」

他馬上截口斬釘回答說，主要問題是馬政權不要美國政府承認台灣。我說最近台灣的六都大選，KMT慘輸了五都，這很淸楚地
昭告國內外，KMT已經不能代表台灣大部分的民意，您Jeb Bush 願不願意幫助，使台灣成為一個正常的國家？他回答說，他會儘力！

結果去年初817萬台灣人民再選了蔡英文當總統，六年來証明她和馬英九也是同樣打假球！

菜蝗每次碰到中國的問題都在迴避轉彎軟弱，為什麼？是不是她唸茲在茲的是其家族在中國千億投資的利益？

台灣人真是可憐呵！又被騙了！我也被她騙了十年（2008 - 2018), 可是我醒了！

所謂“中華民國”名稱本身並非重點. 重點是它背後所代表的既得利益, 不管是國民黨還是民進黨.

 

同樣是民進黨, 阿扁執政時期人民可以忍受“中華民國” 的名稱暫時無法更改的事實, 因為阿扁的執政團隊代表了台灣人的利益.

 

但是 Tsai Liar 執政時期“中華民國”的名稱代表了泛支那人的利益, 極權, 以及貪腐. 因此, 打倒“中華民國” 就是當務之急!

誠信的基本原則，「人無信而不立」，信譽是小到個人，大到一個國家的發展基礎，沒有信譽作為基礎，難有長久的支持力道，大家耳熟
能詳狼來了的故事，就是欺騙而付出的代價和禍患！主政者豈可不慎！
 
為什麼台灣必需正名？譬如每年都有許多台灣學生申請世界各國的留學，而這些受「中華民國ROC」教育大部份的學生，在填寫申請外國
學校的表格(Application form)時的國籍欄，很多人都依據「中華民國」長期錯誤的教育，國籍欄都寫「Republic Of China」，結果外國
學校在寄給學生的錄取通知時，想當然爾國籍欄也是寫China(中國)，就這樣外國學校的錄取信肯定是寄到中國後，才又輾轉到台灣來，等到
學生收到外國學校錄取信的時候，早就已超過開學的日期，被迫必需延後至少一年。
 
也就是說必需隔年才能重新申請，問題是隔年重新申請，卻不見得會有名額，這絕對是「中華民國ROC」政府所造成的重大損失，理當可以
申請國賠吧？！又、一群台灣的小留學生，早在2003年9月2日，就召開記者會，疾力呼籲政府當局，台灣比「中華民國」好用，遺憾的是，
執政當局都當作耳邊風，真不知道我們為何還需要繳稅？。
 
無獨有偶，2017-5-1台灣「國際地址」也要正名！郵件送達國寫台灣，結果抵達北京

Four years ago, the Formosa Statehood Movement drafted and presented a document, titled 'OUTLINE OF PROJECT “TAIWAN PASSPORT”---A FEASIBLE SOLUTION', to Washington and the Governing Authorities on Taiwan (GAT). We urged Washington to give a green light to the GAT, that is, "to remove the political entity's English-language name 'Republic of China' from the cover of the its passports and only use 'Taiwan' as the its English name so that foreign immigration officials would not mistake Taiwanese travelers for Chinese nationals." Now, a new edition of Taiwan passport might be just a step away. [四年前，「台灣建州運動」起草了一份文件，並將它遞交給華府與「在台灣的治理當局」。我們呼籲華府，同意「在台灣的治理當局」將台灣護照封面上的「中華民國」(Republic of China) 那幾個有礙觀瞻的字去掉，代之以「台灣」(Taiwan) 。四年後的今天，一份新版的台灣護照的問世或許就僅需再跨一步，即可實現。]

Under the regime of the Taiwan Relations Act, Washington designates and calls Taiwan Taiwan, a politically and legally neutral term, other than the Republic of China or the Republic of Taiwan. The very purpose or motif behind this special design was made clear during the congressional hearings. The term "Taiwan" also tells "Taiwan is not independent. It does not enjoy sovereignty as a nation." [在「台灣關係法」的體制下，華盛頓稱台灣為「台灣」，而非「中華民國」，也非「台灣共和國」。「台灣」是一個中性的名詞，這個命名的目的與背後的動機，在美國國會辯論與制訂「台灣關係法」之前所召開的聽證會中，就已被清楚地表明，也就是說，由於美國政府的政策並不認為台灣是一個「享有獨立主權的國家」，所以，它認為，稱呼台灣為「台灣」是一個比較正確的做法。]

The idea sounds practical as it can not only solve the problem and serve the interests of the Taiwanese people but also avoid or mitigate the dispute between Taipei and Beijing and the dispute between the pro-Washington Taiwanese and the pro-Beijing political camp in Taiwan. Such a move, if taken by the GAT, would be welcome for Washington as it does not change the status quo unilaterally. [倘若「在台灣的最高治理當局」與外交當局決定將台灣護照封面上的「中華民國」(Republic of China)那幾個字去掉，代之以「台灣」(Taiwan)，那將是一種很務實的做法。一來由於沒有片面改變台海現狀、維護了「台灣關係法體制」，又能替台灣人解決他們在國際旅行時可能遭遇的不便，所以，華府將會發現，它沒有不樂觀其成的理由。二來「在台灣的最高治理當局」與外交當局這麼做，也將具備很強的民意支持基礎，北京當局與台北當局的衝突也許可被降低，而親美的台灣人與親北京的台灣政治勢力之間的激烈鬥爭也可望緩和或避免。]

More than 70 percent of Taiwanese in a poll have said that the government should remove the nation’s English-language name “Republic of China” from the cover of the nation’s passports and only use “Taiwan” as the nation’s English name so that foreign immigration officials would not mistake Taiwanese travelers for Chinese nationals, a poll showed.

The New Power Party (NPP) released the results of its survey yesterday.

The cover of the nation’s passports bears the name “Republic of China” in English under the nation’s official Chinese name, while “Taiwan” is printed in English under the national emblem.

However, 74.3 percent of respondents said that the passport’s cover should use just “Taiwan” as the English title, as the nation and Taiwanese have often been negatively associated with China amid the COVID-19 pandemic.

The change would avoid Taiwanese being confused with Chinese, they said.

According to the poll, 51.2 percent said they were very supportive of the suggestion, 23.1 percent said they supported it, 10.8 percent said they did not support it and 6.4 percent said they absolutely did not support it, while 8.5 percent did not express any opinion.

“People have suggested using stickers or passport holders to distinguish the Taiwanese passport from the Chinese passport. However, stickers might cause confusion. We suggest that the passport cover be redesigned,” NPP Chairman Hsu Yung-ming (徐永明) said.

The party would ask people to submit their ideas for a new passport cover design before the summer vacation, Hsu said, adding that it would work with experts to create samples for the Ministry of Foreign Affairs to consider.

The survey, conducted on Monday and Tuesday last week, collected 1,085 valid questionnaires and has a margin of error of 3 percentage points.

The results were weighted based on gender, age and education, the party said.

OUTLINE OF PROJECT “TAIWAN PASSPORT”---A FEASIBLE SOLUTION
Drafted By David C. Chou

February 22, 2016


Purpose of the Project: The endorsement of the U.S. Department of State is sought for the “Taiwan Passport” to be issued by “The Governing Authorities on Taiwan”.

The Political Status of Taiwan: (1) Autonomous -- as described by U.S. officials (Note 1); (2) A political and economic entity created by Taiwan Relations Act (hereinafter called TRA); (3) A protectorate under TRA (Note 2); (4) A quasi-state under TRA (Note 3); and (5) An independent custom territory under WTO.

The Meaning of the “Status Quo of the Taiwan Strait”: The status quo of the Taiwan Strait has been created by the San Francisco Peace Treaty, President Truman’s Korea Statement on June 27, 1950 (Note 4), and the Taiwan Relations Act.

The status quo in this area is a part of Pax Americana, that is, a part of the liberal world order or the value-based international order safeguarded by the U.S. military presence in the Asia-Pacific region.

The Legal Status of Taiwan: (1) The international legal status of Taiwan was left undetermined by the San Francisco Peace Treaty of 1952, (2) The record of the legislative proceedings of TRA confirmed and maintained that position. (Note 5)
Official Name of Taiwan: Under TRA, Taiwan is called “Taiwan.”

Official Name of the Taiwan Government: Under TRA, the Taiwan Government is called “The Governing Authorities on Taiwan” (hereinafter called GAT).

Abnormal Situation of Taiwan: TRA governs relations between the people of the United States and the people of Taiwan. GAT supersedes the Republic of China (hereinafter referred as ROC). However, the anachronistic ROC establishment, including the ROC Constitution and laws, is still governing the people of Taiwan.

This phenomenon is quite abnormal, especially after Dr. Tsai Ing-wen won the presidential election in early 2016. Her victory was interpreted as rejection by the majority of the Taiwanese people of the idea that Taiwan is part of any form of China, whether the ROC or the PRC.

The recent success of the Tsai Ing-wen group in the last general election reconfirmed that Taiwan has evolved into a political entity unique unto its own. This strengthens the proposition that Taiwan must be internationally and “diplomatically” identified as Taiwan without reference to any other nation or political entity.

The obsolete ROC establishment has to be removed or modified in light of TRA, that is, the status quo of the Taiwan Strait as defined by the government of the United States. In this project, we are not challenging all elements or institutions of the ROC establishment, though. We seek to have the people of Taiwan hold a new passport---“Taiwan Passport”, replacing the current ROC (Taiwan) Passport, which is to be issued by GAT, instead of the so-called ROC government. With the new “Taiwan Passport”, the nervous and restless mind of the Taiwanese people will find significant relief.

This project requires (and welcomes) endorsement by the U.S. government, in order to create a new “Taiwan Passport”.
This Project is not a Status Quo Destabilizer: As we are proposing a “Taiwan Passport”, not a “Republic of Taiwan Passport”, we are not destabilizing the status quo in the Taiwan Straits. Quite the contrary, our proposal, project and solution can serve to conform to the TRA and strengthen the status quo in the Straits region.

Details and Execution of the Project: With an endorsement on this Outline by the U.S. government, a detailed and complete project in this regard and the execution thereof are supposed to be the jobs or tasks to be done by the GAT.


Note 1: In the testimony before the U.S. Senate Committee on Foreign Relations Subcommittee on East Asian and Pacific Affairs on April 3, 2014, Mr. Daniel R. Russel, Assistant Secretary of State, U.S. Department of State, referred to “Taiwan autonomy”.

Note 2: Section 2 (2)(6) states that “It is the policy of the United States to maintain the capacity of the United States to resist any resort to force or other forms of coercion that would jeopardize the security, or the social or economic system, of the people on Taiwan.”

Note 3: According to former Secretary of State Colin Powell, Taiwan “does not enjoy sovereignty as a nation”. Nevertheless, Section 4(2)(1) of the Taiwan Relations Act reads: “Whenever the laws of the United States refer or relate to foreign countries, nations, states, governments, or similar entities, such terms shall include and such laws shall apply with such respect to Taiwan.” Which means the Act regards Taiwan as a country for purposes of U.S. domestic law.

Note 4: Right after the outbreak of the Korean War, President Harry S Truman made the Korea Statement on June 27, 1950, part of which reads: “The determination of the future status of Formosa must await the restoration of security in the Pacific, a peace settlement with Japan, or consideration by the United Nations.”

Note 5: The text and language of the Taiwan Relations Act do not mention the international legal status of Taiwan. However, the preparatory work and the record of the legislative proceedings do shed light on this issue. In this regard, “Legislative History of the Taiwan Relations Act: An Analytic Compilation with Documents on Subsequent Developments (Baltimore, 1982),” edited by Lester L. Wolff and David L. Simon, is instructive. A Senate report [on page 58] reads in part: “China, defeated by Japan in the Sino-Japanese War of 1895, relinquished sovereignty over Taiwan to Japan. Japan formally relinquished its sovereignty over Taiwan in connection with the United States-Japan Peace Treaty of 1951, but the treaty did not specify to whom sovereignty was relinquished. Thus the sovereignty status of Taiwan was left unclear.” In the Senate text/version of the Taiwan Relations Act, Taiwan Enabling Act (S. 245), in part it reads: “The [Carter] Administration has stated that it recognizes the People’s Republic of China (PRC) as the sole legal government of China. It has also acknowledged the Chinese position that Taiwan is a part of China, but the United States has not itself agreed to this position. The bill submitted by the Administration takes no position on the status of Taiwan under international law, but does regard Taiwan as a country for purposes of U.S. domestic law. The bill assumes that any benefits are to be conferred without regard to Taiwan’s international legal identity. The legal scholars consulted by the Committee [on Foreign Relations] agreed to this view. Most of these scholars thought it would be unwise to try to define Taiwan’s international status.”

Over the past ten years or so, I have participated in a lot of English language online forums where the subject of Taiwan is discussed from all angles.

When the subject of Taiwan's legal status is raised, many people in these forums quickly assert that "Taiwan belongs to China!"

And what do you suppose they most commonly offer as PROOF of this assertion?

The answer is: a picture of the Republic of China passport.

HENCE, IT IS ABSOLUTELY ESSENTIAL THAT US GOVERNMENT OFFICIALS STOP ACCEPTING REPUBLIC OF CHINA PASSPORTS AS "VALID TRAVEL DOCUMENTS" FOR TAIWAN PEOPLE GOING THROUGH US CUSTOMS.

HOUSE FOREIGN AFFAIRS COMMITTEE INCORPORATES TECRO NAME CHANGE PROVISION IN "EAGLE ACT"

FAPA President Minze Chien says: “The incorporation of the TECRO name change provision into the EAGLE Act is highly encouraging. The time is now to change TECRO’s name to “Taiwan Representative Office.” This new name, which can eventually be used all over the world, will lend more dignity and respect to Taiwan and its 23 million people.”
Several pro-Taiwan bills and provisions have been incorporated into a legislative package aimed at countering China's growing global influence that was reviewed by the House Foreign Affairs Committee on June 30 and July 1.

The HFAC held a two day mark-up hearing to debate and pass the “Ensuring American Global Leadership and Engagement (EAGLE) Act.”

The act was introduced by committee chairman Gregory Meeks on May 25 to "revitalize and reassert U.S. leadership, investment, and engagement in the Indo-Pacific region and globally" to counter China's growing ambitions.

Several recently proposed pro-Taiwan bills were (partly or completely) incorporated into the EAGLE Act, including the Taiwan Diplomatic Review Act, Taiwan Peace and Stability Act, and the Taiwan International Solidarity Act.

Taiwan Diplomatic Review Act asks the U.S. secretary of state to seek negotiations with the Taipei Economic and Cultural Representative Office (TECRO) to rename TECRO to “Taiwan Representative Office (TRO).”
 
Watch HFAC chairman Gregory Meeks (D-NY) announce the incorporation of the TECRO name change provision into the EAGLE Act in the attached clip.
