More on the 2026 National Defense Strategy: 再談2026年戰爭部的美國國防戰略(I)

在參議院軍委會邀請戰爭部專管美國國防政策的次長Elbridge Colby就 "2026年美國國防戰略的Update" 這個議題的聽證會去作證兩天後, 眾議院軍委會也以"U.S. Defense Strategy and Posture" 為題, 邀請Elbridge前往作證.

Elbridge在眾議院軍委會提出的書面證詞與他在參議院軍委會所提出的書面證詞的內容大同小異, 我現在來跟台灣與台美鄉親報告我比較注意的兩個地方.

世人所看到的2026年美國國防戰略非機密版本對支那的措詞比2018年的美國國防戰略的摘要版要來得溫和許多Elbridge在給國會的書面證詞對支那也是輕聲細語他在其中說了一段話: 

"As a result, our Strategy there is to deter China through strength, not confrontation. We understand that China is a very powerful country that is undertaking an extraordinary military buildup. That is a simple fact. At the same time we are clear that we do not seek conflict with China. To the contrary, we seek to avoid it. We make clear that our interests with respect to China are scoped and reasonable – we do not seek to strangle China nor compel a change in its form of government." (Statement of The Honorable Elbridge Colby, Under Secretary of War for Policy 2026 National Defense Strategy House Armed Services Committee, March 5, 2026)

世人讀到這裡, 都會覺得Elbridge與五角大廈裡住的人全都是一群小兔子或小綿羊, 老共那群猥瑣的hyenas肯定也是這麼認為. 但Elbridge卻讓牠們失望, 因為Elbridge那段話的最後一句是: "Rather, we seek to prevent China from becoming the hegemon of the Indo-Pacific."

Elbridge的書面證詞還有一段讓台灣人會很高興但會讓台灣的境內外敵人跳腳的話:

It is critical to emphasize here that our Strategy is well aligned not only with the interests of our allies in the Indo-Pacific, but many other countries as well that are not formally our allies. These states seek to preserve their autonomy and thus their ability to chart their own national futures on their own terms. This too is our goal, as Secretary Hegseth eloquently laid out last year at the Shangri-La Forum, and our military focus, alongside the efforts of our allies and partners, is designed to uphold that ability. 

對戰爭部次長Elbridge Colby以及戰爭部長Pete Hegseth有研究與了解的人, 就可正確解讀這段話, 這段話是說給台灣人及台灣人的境內外敵人聽的. "-----our Strategy is well aligned not only with the interests of our allies in the Indo-Pacific, but many other countries as well that are not formally our allies. These states seek to preserve their autonomy and thus their ability to chart their own national futures on their own terms" 這段措詞很有針對性.

Elbridge提到 "our goal, as Secretary Hegseth eloquently laid out last year at the Shangri-La Forum [Remarks by Secretary of Defense Pete Hegseth at the 2025 Shangri-La Dialogue in Singapore (As Delivered), May 31, 2025], 我現在再為鄉親們摘錄部長的幾段談話.

"Again, to be clear: any attempt by Communist China to conquer Taiwan by force would result in devastating consequences for the Indo-Pacific and the world. There's no reason to sugarcoat it. The threat China poses is real."

"And it could be imminent.  We hope not.  But it certainly could be."  

"Nobody knows what China will ultimately do, but they are preparing. And therefore we must be ready as well." 

"President Trump has also said that Communist China will not invade Taiwan on his watch. So, our goal is to prevent war, to make the costs too high, and peace the only option. And we will do this with a strong shield of deterrence, forged together with you – America's great allies and defense partners. Together, we will show what it means to execute peace through strength. In many ways seen and unseen.  Overt and covert."

"But if deterrence fails, and if called upon by my Commander in Chief, we are prepared to do what the Department of Defense does best – fight and win — decisively."

戰爭部長Pete Hegseth真有膽識.
