身為英國在台辦事處的代表，我常因為台英間的眾多相似性感到驚喜。雖然這兩個活力四射的民主社會間相隔約一萬公里，我們卻能以一些共通目標緊緊相連，包括推動創新和培育新世代科技、改善氣候變遷，以及確保人民在全球市場競爭中蓬勃成長。走遍台英兩地，你能發現人們說著不同的語言或口音。語言就是這兩個島嶼的底蘊，將文化和背景交融在一起。
英國非常支持台灣宣布將在二零三零年成為使用雙語（英語和華語）的願景，也會致力於成為計畫中最合適的夥伴。
共享一個暢行全球的語言：四月二十三日是莎翁誕辰也是「世界英語日」，他創造了超過一千七百個英語字彙，直至二零二一年牛津英語字典還再加入新詞。英語不專屬於英國，而是一個暢行全球、超過十億人都在使用的語言。
一開始說蓋爾語的英格蘭，在幾經語言融合後，於莎士比亞時代，在寫「正確」的英語字彙有了共識。現今英語更成為「共通語言」。相信在台灣打造的共融雙語環境下，能夠加強競爭力、打造企業間連結、創造高品質工作機會與加深國際關係。
使用英語在創造實際的經濟機會外還有更深層的意義。英語隨著時間和使用習慣而改變，存在於電影、歌曲、書籍和科技創意中。
我認為學習外語是充滿挑戰的，而且要能流利地使用外語也不簡單。所以英國該如何協助台灣推行雙語政策呢？
擘劃出一條前往雙語的康莊大道：英國提供包括英語訓練、教育科技、出版和測評等專業服務。英國在台辦事處與英國文化協會已與教育部、國家發展委員會與考試院合作培育學生及公務員英語力，並促進雙方合作與交流。我們深信有著重大影響的技能發展政策，必須依當地背景去客製。課綱、教學方式和測評需與教育改革併行，並分析師生、家長和政策制定者的期盼，創造出最適合台灣的雙語環境。語言學習改革中的決勝點就是教師，培育在地教師比聘外師任教更有效；並需持續創新，協助教師持續專業發展，提升英語能力和加強教學技巧。
去年我們舉辦了數個研討會，分享英國教育專家的經驗，協助台灣建立更優秀的英語教學和學習系統，研討會內容都已放在英國文化協會官網上，歡迎參閱。 台灣的雙語政策開創了許多機會，我深信英國是台灣在打開雙語新篇章的好夥伴。

Three men were buried under a landslide in China.
They're inside a car when it happened, and miraculously still have cell phone connection.
The first man made a phone call to the police:
"I'm a good citizen and husband, please come save us!"
The police tell him they will come for them in 24 hours
The second man made a phone call to the army:
"Comrade, I served the country as you do, please get me out of here!"
The soldier tell him they will come for them in 12 hours
The final man made a phone call to someone, and made a whisper which the other two man can't hear
Within an hour, the men were dug out and rescued
A group of police officer walks up to the weary men:

Taiwanese Mother Love
Mrs Chen, Mrs Lu and Mrs Kuo were sitting around
talking about how much their daughters love them.
Mrs Chen says, “My Su-mei loves me so much, she
just bought me an expensive new watch!”
Mrs. Lu says, “My Guei-ying loves me so much, she
just paid for me to spend a week’s vacation at an
exclusive hotel in Bali.”
Mrs Kuo says, “Yeah, yeah…that’s nice. But my
Sho-lin loves me even more than that. Every week
she goes to a mental health doctor in a fancy
part of Tienmou and pays him NT$10,000 a visit,
and all she talks about is me!”

The Christian Pope appears on television and
encourages everyone to accept Jesus Christ so at
least their immortal souls will be saved.
The head Muslim imam also goes on TV to recommend
that everybody immediately convert to Islam, so
they may spend eternity with Allah.
The Dali Lama appears on TV and urges everyone to
become Buddhist, so they may reach Nirvana.
The president of Taiwan goes on national TV and
says, “We have three days to learn how to live
under water.”

賀喜英語成為官方語言！
欣聞中華民國閣揆賴清德要將英語列為官方語言，筆者認為全民允宜額手稱慶。因為，如此其統治的台灣便可擠身先進的英語世界。而且，或可減輕一些人拼老命移民美、加、澳等國的情形，避免資金外流與掏空台灣！
或許，有人會煩惱英語師資與環境不佳的問題。但是，個人認為此係多慮。因為，台灣人原本也不識支那語。但是，現在的台灣人絕大部分卻除了支那語之外幾無其他語言能力。顯見，中華民國在台灣推行的支那語政策極為有效。何況，數十年前蔣介石等中華民國官員、公務員、教師等講支那語也是「離離落落」。
下文，本人願以親身受教支那語的經驗，引證該最有效的語言推行方法野人獻曝予賴揆，做為推行英語之參考：
首先，行政院應通令政府官員全部講英語、所有政府文書、機關全部使用英文。如此，公務員皆會自費學英語，民眾洽公亦只得用英語。
其次，全台所有商標、招牌、路名，包括捷運、鐵公路、高鐵、航空等各種交通運輸服務等都以英語提供，以促使全民自然熟悉英文。
第三，通令電視、廣播、報紙、包括電影、網路等媒體儘速全部使用英語，布袋戲、歌仔戲等亦都以英語發音。而且，應規定戲劇節目每天只能有一小時支那語者，綜藝節目最多只能唱兩首支那語歌。當然，戲劇節目裡的強盜、小偷、妓女、罪犯、販夫走卒等都以支那語發音，高知識分子、專業人士等都以英語發音。同時，在新聞報導中不時地強調「歹徒操支那語口音(The suspect(s) was(were) speaking Mandarin Chinese.」。如此，可更加強化英語在大眾心目中的地位。
第四，「欲培養語言能力務必從小開始，並在行為上有所制約」，亦即，從幼兒園開始便應施予全英語環境。上小學之後，老師除了全部用英語上課之外，教科書全部由英文編寫、考試卷(不論筆試、口試)全部用英語。尤其，遇有「不成材」、不講英語的學生，學校一定要用罰站、罰寫字、罰錢、掛「我是豬，因為我講華語」的狗牌做為制約。如此，對於「鼓勵」英語學習將最具速效！
最後，卻非最不重要者係學校應每學期舉辦包括英語文拼字、演講比賽、作文比賽等「英語文能力競賽」。而且，也應配合「救國團」舉辦自強活動，加強英語文能力等。
如此，短時間內的好處是公務員、政府機關都會很閒，或可減輕他們對年金改革的不滿。因為，不熟悉英語的民眾必不太敢洽公。不過，英語補習班將會大行其道，對於刺激經濟發展助益可期。長期而言，台灣必可擠身進步的英語世界。而且，由於丟棄腐敗封建的中華文化，台灣獨立自然水到渠成！
當然，如果反對聲音過大，為了國家的進步發布戒嚴令應屬必要！
