unification does not necessarily entail prior shared sovereignty, as one might surmise would be needed for reunification... 
the US war planners thought that Taiwanese and Fukienese shared much in common culturally, linguistically, in religion... and those provide a solid basis for
popular sovereignty to lead to unification... 

Formosa has been under Japanese sovereignty for half a century. Although technically all Formosans, therefore, are enemy nationals, the State Department looks upon the Chinese Formosans and the Formosan aborigines as quite apart from the persons of Japanese blood who live on the island. It anticipates that the Military Governor will act generally on the assumption that the Chinese Formosans, who speak Chinese and are of Chinese or of mixed Chinese and aborigine origin, are to be restored to Chinese citizenship after the war, and that the tribal aborigines, who are akin to the non-Christian peoples of Northern Luzon, are neither Japanese nor Chinese, but more properly to be considered as wards of whatever government has control of the island.

The Marshall, Caroline and Marianas Islands, on the other hand, have been held by Japan only under mandate and the natives of these islands have never become Japanese nationals. They should be treated as wards of the military government. A number of Koreans may be found in the islands. If so, special consideration should be given them.

As the Lawyerchang Law Offices, Hartzell repeatedly said that Hartzell personally believed that the two Communiques mean that Taiwan must and shall ultimately reunite with China, the PRC.
As the basis for his theory, he suggested that the President of the United States unilaterally controls American foreign affairs through what lawyers and Mr. Hartzell
correctly called "plenary powers". That means the President's One China "policy" would trump the Taiwan Relations Act, in the event that the Act contradicted the President's
plenary control over foreign affairs.

主張 in Mandarin Chinese means ADVOCATE STRONGLY in English, doesn't it? It seems that you have taken it from this section, "Taiwan was placed on a flight-path for eventual unification with the PRC. This can be viewed as a civil affairs agreement under the law of occupation and establishes the PRC as the legal government of Formosa and the Pescadores.? (See Note #2) 

I do not see how he advocates 中華人民共和國中央人民政府才是台灣島唯一合法政府. He was merely expressing his point of view regarding to the so-called "civil affairs agreement" and others.

Formosa was never part of China. Formosa was annexed by those foreign "Chinese" nations of Chin, but "legally transferred" to the Japanese Empire. Eventually, "illegally annexed" by the ROC-in-exile with help from the USA. Where did the "unification" come from, or will the "unification" take place?

My conclusion remains that Taiwan actually qualifies as US
