There is a third option: ask the BYC to make the City of Berkeley Trophy races buoy races....and have both Olson25 and smaller PHRF fleets do the buoy races. This was the traditional course until last year.
I am not in the Olson25 fleet, I have the Northstar727 Zena. Traditionally there are two fleets for the Wheeler races City of Berkeley (for smaller boats) and Wheeler (for larger boats). Last year on Saturday there were three fleet starts. First off were the big boats for Wheeler who were sent around Alcatraz. Second fleet were the Olson25s sent off on a buoy race. Third, and to our surprise, the small PHRF fleet were sent off around Alcatraz like the big boats. It took so long for the little boats to finish this that most of the fleet finished after the Olson had finished their second race. There was no time to send the little fleet off for a real second race, so they put out a buoy about a mile upwind and said go round that for your second race. It was a farce.
What they should do is have the larger boats do a fixed mark course for the Wheeler Cup, and both the Olson25s and smaller PHFR fleets do the same shorter buoy races, and have both fleets compete for the City of Berkeley Trophy.

Pros of the default fixed marks is that O25s racing will remain eligible for the City of Berkeley Trophy. Cons are it's not buoy racing if that's the experience you're looking for.
What is the City of Berkeley Trophy, you ask? Well, I've learned that when Berkeley Yacht Club received its charter in 1939 a requirement was that it host a yacht race and award this trophy in the city's name. So the BYC's signature race - the Saturday Rollo Wheeler Regatta is the one that determines the winner of that great honor.
