While googling Intersonics speakers, I was led to this group.
I noted threads about Intersonics mentioning Thomas Danley, who
apparently worked for them.
My line of work is Pipe Organ Building and repair.
Due to the high cost of building extremely large pipes, some organs
feature a setup wherein digital samples of pipes, located elsewhere,
are reproduced. Usually just the bottom 12 notes or so extending down
to about 16HZ.
We service an instrument with just such a setup featuring Crown Amps
and 2 speaker cabinets: Intersonic / Servo Drive / Contra Bass / 9009C
1017.
In each cabinet the smaller speaker (15") suffers from foam surround
decay.
Can replacements still be secured, or can someone recommend a reputable
firm to rebuild the old ones?

Wow, basslist flash back time. Do your ContraBass' have 2x15" drivers and 2x18" passive radiators?
Many pro-speakers use rubber surrounds instead of foam since it wears better. I don't have any recommendations but probably any place that repairs speakers could rebuild them with rubber surrounds. The only problem I see is that changing from foam to rubber surrounds will have an effect on the T/S parameters and mess with the box tuning.
Have you measured any SPL loss or increased spectral distortion from the foam deterioration? It would be interesting to know how bad it has to get before it becomes measurable.
