Hi Chris:
I can't understand Requirement R0005 in section 4.1 which states:
"When there are more than one wsa:To header blocks present in an
ENVELOPE.....etc. "

I could not find anything in the WS-Addr member submission that said that
there could be more than one wsa:To header. The W3C WD seems also to have
only a single wsa:To header targeted at the ultimate recipient. Perhaps I
overlooked something obvious...

It's been a while since I last wrote to you on this topic, so I wanted to at least give you a quick update on your question.  Unfortunately, I do not yet have a definitive answer.  I have been unable to get a response from the IBMers involved with the WS-Addressing spec, so at the suggestion of Mark Nottingham, I posed the question to his WG on the W3C's public WS-Addressing comments mailing list [1].  Again, I will let you know when I have a definitive answer from either my IBM sources, or the W3C WS-Addressing WG.  Thank you for your patience.

  The current WS-Addr spec lists the cardinality of the wsa:To header as simply "mandatory".  Its not so much that the spec says there can be more than one but rather that it doesn't say that there can't be more than one.  So, without the WS-Addr spec being more restrictive the B2B profile filled in the missing restriction by requiring each wsa:To (if there is more than one) to be targeted to different node/intermediary - thus avoid confusion that would arise if more than one were processed by a single soap node.
