Minor changes and some bugfixes

Noteworthy changes since the last announcement: (which was yes, awfully long time ago)

- Migrated from django 1.2 to 1.3, and then again to django 1.5

- Added preview-as-you-type for Explanation and Limitation fields

- Made limitations field bigger

- Bugfix: commenting was broken (500 http error)

- Fixed mailing list configuration so that anon users can post comments

- Other minor bugfixes

- Cleaned up many best practice violations
