Can a Native App Create New Samples?

Is a Native App able to create a new sample by uploading Fastqs to /data/output/samples/<project-id>/<sample-name>.

Based on the logs it seems like this is what the FASTQ Toolkit app is doing.

I've tried this and end up with a HTTP 400 error. Since it's not a 403 error I want to believe it's an issue with what I'm doing and not a permission issue with third party Native Apps.
