BCL and FASTQ to S3

We'd like to set up an automated system for saving both the BCL and FASTQ files to S3. I know we can do this with the CLI, but that requires and external EC2 instance or other server to run the command (something we'd like to avoid having to manage).

My question is, would it be possible to write a custom Basespace native app to support this functionality? From what in understand it's merely an EC2 instance that runs a docker container in AWS, but it's managed by Basespace. 

This to me would be more elegant than a separate EC2 instance managed outside of Basespace.
